How to use Convert CSV encoding

Preview UTF-8 or CP949 CSV files, correct the input encoding, and save as CSV or XLSX with text cells.

When to use this tool

If Korean text in a CP949 file looks garbled when read as UTF-8, select CP949 for input. Once the preview is correct, save as UTF-8 BOM for Excel.

Choose files and settings

Choose CSV and check the text → Set encoding and output format → Save the converted file. Keep the original files until you have checked the output.

Before you save

Characters already replaced by question marks cannot be recovered.

Supported features and limits

Auto-detection checks UTF-8 first, then tries CP949. Always verify the preview. Characters already stored as ? or � require a fresh export from the original system. Saving as CP949 stops if a character cannot be represented. Choose UTF-8 to retain it. CSV programs may drop leading zeros. XLSX text-cell output preserves them.

Check the result

Compare input and output row counts. Check leading zeros, blank values, and unmatched rows. Formatting and recalculated formulas are not part of the output.
